Section 40-17-71

Legislative intent.

It is the intention of the Legislature by the enactment of this division to appropriate funds to pay the principal of and interest on bonds heretofore or hereafter issued for the purpose of constructing highways and bridges in the state, to appropriate funds for other highway and bridge purposes and to provide a program for road and street purposes of the counties and municipalities. This division shall be liberally construed to effect the said purposes.
