28-4663. Vehicles with vehicle service transporter license plates; exemption; civil traffic violation A. A transporter may operate, move or transport on a highway a vehicle that is otherwise required to be registered without registering the vehicle if the following conditions are met: 1. The vehicle displays one valid transporter license plate issued to the dealer pursuant to this article. 2. The dealer placed the vehicle service transporter license plate on the vehicle for use by the transporter. 3. The transporter is operating, moving or transporting the vehicle directly to or from the transporter's established place of business and the dealer's established place of business. B. A person other than a transporter or an employee of a transporter shall not operate on a highway a vehicle bearing vehicle service transporter license plates. C. A violation of this section is a civil traffic violation.
