28-962. Vehicles transporting explosives; rules A. A person operating a vehicle transporting an explosive on a highway shall comply at all times with the following provisions: 1. The vehicle shall be placarded in accordance with the placarding requirements specified in 49 Code of Federal Regulations part 172. 2. The vehicle shall be equipped with a fire extinguisher as required in 49 Code of Federal Regulations part 393. B. The director shall adopt additional rules governing the transportation of explosives and other dangerous articles by vehicles on the highways as the director deems advisable for the protection of the public.
