41-890. Neighborhood preservation and investment grants A. The commission shall grant monies from the fund to cities to fund neighborhood preservation and investment projects. These projects shall be for the installation, repair or upgrading of publicly owned municipal infrastructure. Before any grants are awarded pursuant to this section, and not later than July 1, 2001 and every three years thereafter, the commission shall develop application guidelines for applicants for grants. The guidelines shall provide for applications to include at least the following: 1. A delineation of the neighborhood where the proposed project is to be undertaken. 2. An identification of neighborhood issues of concern in the area of the proposed project. 3. The types of measures needed to address the neighborhood issues of concern. 4. A description of the proposed project and any existing plans, reports and information that are relevant to the proposed project. B. The award of grants shall be consistent with the application and prioritization process developed pursuant to section 41-891. C. The commission shall require as a condition of approval of any application all of the following: 1. Access to the project by the commission or its agent for inspection and evaluation of the project. 2. Appropriate control of the expenditure of and accounting for any monies granted by the commission. 3. That the city responsible for each project submit all pertinent information and research gained from the project to the commission. This information shall include, at a minimum, an annual report on or before October 1 of each year with information regarding: (a) The completion of or progress on the project and its progress in accordance with the planned schedule. (b) Any adjacent or resulting private investment in the neighborhood of the project. (c) Any changes in the value of property in and near the neighborhood of the project. Property values shall be based on available market data. (d) Other information the commission may determine to be pertinent to and useful in documenting the effectiveness and value of the project expenditures. 4. That any city receiving a grant spend no more than two per cent of the grant on administration costs. D. As a condition of approval of any application, the commission may impose additional requirements if these requirements are not inconsistent with this article. |
