23-18-521. Issuance of certificate -- Effect.

(a) A certificate may only be issued pursuant to this subchapter.

(b) Any certificate issued hereunder to an applicant shall be in lieu of, and exempt the applicant from, the requirements of obtaining a certificate of convenience and necessity pursuant to 23-3-201 et seq. It shall also entitle the applicant to a permit under 23-3-501 et seq. without any further notice or hearing if the applicant has filed with the Arkansas Public Service Commission the consent or authorization required by 23-3-504(7) and paid the damages set out in 23-3-501 et seq.
