7810.1. Protection of the public shall be the highest priority for the board in exercising its licensing, regulatory, and disciplinary functions pursuant to this chapter. Whenever the protection of the public is inconsistent with other interests sought to be promoted, the protection of the public shall be paramount. 7818. The board, pursuant to the provisions contained in Chapter 4.5 (commencing with Section 11371) of Part 1 of Division 3 of Title 2 of the Government Code, may adopt, amend or repeal rules and regulations to carry out the provisions of this chapter. 7819. Except as otherwise provided by law, all records of the board shall be open to inspection by the public during regular office hours. 7820. The board shall have and use a seal bearing the name "Board for Professional Engineers and Land Surveyors." 7821. The board shall prepare annually a list of the names and addresses of every person who is registered by it and a list of every person whose registration has been suspended or revoked within the previous year. Such lists shall be mailed to the county clerks of each county and shall be held by him as a public record. 7822. The board may, by regulation, provide for the division of the certification of registration into different specialties, including, but not limited to, petroleum, mining, and ground water, and may issue certificates in one or more of the specialties in which the applicant demonstrated proficiency. The board shall provide such a certificate for those qualified in engineering geology. 7823. The board shall have the authority to appoint committees as required or as deemed advisable to perform duties as the board may direct; provided, however, that the board shall not delegate any final decisionmaking authority to any committee that has as a member any person who is not a member of the board. Membership on those committees is at the pleasure of the board. No member of a committee shall receive any other compensation than his or her necessary expenses, as approved by the board, connected with the performance of his or her duties as a member of the committee. 7825. The board shall establish relations with bodies which regulate the practice of geology and geophysics, or closely related geologic and geophysical disciplines, or which register geologists and geophysicists in the other states, and may establish relations with such bodies in other countries, for the purposes of working toward (1) uniformly high professional standards and (2) mutual recognition of registration.
