16272. Out of the amount appropriated by Section 16100, there shall be allocated among the governing bodies, for the 1978-79 fiscal year only, one hundred and twenty-five million dollars ($125,000,000) to be distributed as provided in this article. 16272.5. The State Controller, shall total the amounts determined pursuant to former Section 16272.3, as amended by Chapter 332 of the Statutes of 1978, and shall determine the proportion which the amounts submitted by each governing body bears to the total amount of the property taxes reported by all such governing bodies. The percentage determined for each governing body shall be applied to the one hundred twenty-five million dollars ($125,000,000) to determine the dollar share of the surplus allocation for each governing body. The Controller shall then notify in writing each fiscal officer of the allocation which will be made for the 1978-79 fiscal year, on or before July 20, 1978. 16272.7. (a) The allocation for each governing body as determined in Section 16272.5 shall be distributed to each governing body by the State Controller as follows: 33 percent--on August 31, 1978, or a subsequent date if the information needed by the State Controller is not available by this date. 33 percent--on December 10, 1978. 34 percent--on May 10, 1979, or at an earlier time as may be requested by the governing body if a determination is made pursuant to subdivision (b) of this section. (b) If a governing body certifies that any district which was allocated funds pursuant to Section 16275 needs such funds earlier than May 10, 1979, and that such need is based on a determination by the governing body that such funds are needed in order to continue providing necessary services, the governing body may request that the Controller provide such funds prior to May 10, 1979. Upon such request the Controller shall disburse such funds. When received, the board shall immediately deposit such funds with such district. (c) Where funds are disbursed earlier than May 10, 1979, any reconciliation and audit as may otherwise be required shall be made no later than July 1, 1979.
