26171. There is in Shasta County the Shasta County Regional Library Facilities and Services Commission. The jurisdiction of the commission includes all territory within the incorporated and unincorporated areas of Shasta County. 26171.2. (a) The commission shall be composed of seven members, as follows: (1) Two members appointed, from among the board members or the general public, by the board of supervisors. (2) One member appointed, from among the city council members or the general public, by the city council of each city in the county. (3) One member appointed, from among the board members or the general public, by the county board of education. (4) Two citizens, each appointed by a four-fifths vote of the other five commissioners. (b) Each appointing authority may appoint an alternate member to the commission, to represent, appear for, and vote on behalf of, a regular commissioner appointed by that appointing authority. (c) (1) Except as provided in paragraph (2), all commissioners shall be appointed for terms of four years and until their successors are appointed and qualified. (2) Of the initial members of the commission, three shall serve for terms of two years, three shall serve for terms of three years, and one shall serve for a term of four years. The respective term of each of the initial members shall be determined by the commissioners by lot. Thereafter, commissioners shall be appointed for terms of four years. (3) The term of any county supervisor, city councilmember, or member of the county board of education appointed pursuant to this section shall terminate when that member ceases holding the other public office and a new member is appointed and qualified. The new commissioner shall hold office for the remainder of the term of the commissioner replaced by the new commissioner. (4) A commissioner may be removed from the commission at any time by the appointing authority that appointed the commissioner. (5) Vacancies occurring shall be filled by the appointing authority for the unexpired term. 26171.4. The board of supervisors shall call the first meeting of the commission and shall designate one of the commissioners to act as chairperson for that meeting. The commission, at its first meeting and thereafter at an annual meeting held on a date determined by the commission, shall elect a chairperson from among its members, who shall preside at all meetings, and a vice chairperson, who shall preside in the chairperson's absence. If both the chairperson and vice chairperson are absent or unable to act, the commissioners present, by an order entered in the minutes, shall select one among them to act as temporary chairperson, who, while so acting, shall have all of the authority of the chairperson. 26171.6. The commission shall establish rules for its proceedings consistent with the laws of the State of California. 26171.8. Four commissioners shall constitute a quorum for the transaction of business, and all official acts of the commission shall require the affirmative vote of a majority of the total membership of the commission. 26171.10. The acts of the commission shall be expressed by motion, resolution, or ordinance. 26171.12. All meetings of the commission shall be conducted in the manner prescribed by the Ralph M. Brown Act, Chapter 9 (commencing with Section 54950) of Part 1 of Division 2 of Title 5.
