8130. There is in the state government a California-Nevada Interstate Compact Commission. 8131. As used in this chapter "commission" means California-Nevada Interstate Compact Commission. 8132. The commission shall consist of seven members, the Director of Water Resources and six members appointed by the Governor, from California electors residing, owning property or engaged in business in the areas comprising the basins of the Truckee, Carson and Walker Rivers and Lake Tahoe as follows: One from Sierra or Nevada County; one from Placer County; one from El Dorado County; one from Alpine County; one from Mono County; and one member who resides at any place within the state, who shall represent the Lake Tahoe area. 8133. Each member of the commission shall be entitled to receive his actual necessary expenses while on official business of the commission. 8134. The chairman of the commission shall be selected by the commission. 8135. The commission shall appoint a secretary who may be one of its members and may employ such employees as it deems necessary to carry out its functions under this chapter. It may also incur necessary expenses to effectuate its purposes. 8136. It is the function of the commission to cooperate with a similar commission representing the State of Nevada in formulating and submitting to the legislatures of both states for their approval an interstate compact relative to the distribution and use of the waters of Lake Tahoe, and the Truckee, Carson and Walker Rivers. The commission shall also cooperate with any person appointed by the President of the United States to participate in the negotiations as a representative of the United States and to make a report thereon to the Congress. 8137. No compact or agreement is binding on the State of California until it has been approved by the Legislature of this state and the Congress of the United States. 8138. The Director of Water Resources shall cooperate with the commission and furnish it with such engineering and other data as the commission may require in carrying out the provisions of this chapter; provided, the costs thereof shall be paid by the commission. 8139. Members and employees of the commission may travel outside of the state and may hold hearings and conduct investigations within and outside the state, whenever necessary to carry out the purposes of this act. 8140. The commission shall be abolished upon the earlier occurrence of either the effective date of the compact, or January 1, 1977.
