SECTION 11775

11775. (a) Each year the department shall apply for federal block
grant funds from the Alcohol, Drug Abuse, and Mental Health
Administration and may expend those funds only upon appropriation of,
and approval by, the Legislature pursuant to the Budget Act.
(b) Whenever the Alcohol, Drug Abuse, and Mental Health
Administration conditions its allocation of funds to the department
in a manner which would conflict with any provisions of this part,
the department shall specifically describe the conflict in its
application for federal funds.
