22401. A board of five directors is the governing body of the
district. Each director shall be a resident of the district.
22402. Each district shall hold a general district election,
governed by the provisions of the Uniform District Election Law, for
the election of directors on the first Tuesday after the first Monday
in November of each odd-numbered year.
22403. Within 30 days after notice of election or appointment each
member of the board shall qualify by taking the official oath of
office and filing it with the clerk of the principal county.
22404. The terms of office of the directors elected at the
formation election are governed by the provisions of the Uniform
District Election Law.
22406. The board shall fill any vacancies occurring in the office
of director. The appointee shall hold office for the balance of the
term and until his successor is elected and qualified.
22407. Each member of the board of directors shall receive
compensation in an amount not to exceed one hundred dollars ($100)
for each attendance at the meeting of the board held within the
district, which amount shall be fixed from time to time by the board.
No director, however, shall receive pay for more than four meetings
in any calendar month.
Each director shall be allowed, with the approval of the board,
all traveling and other expenses necessarily incurred by the member
in the performance of the member's duties. For purposes of this
section, the determination of whether a director's activities on any
specific day are compensable shall be made pursuant to Article 2.3
(commencing with Section 53232) of Chapter 2 of Part 1 of Division 2
of Title 5 of the Government Code. Reimbursement for these expenses
is subject to Sections 53232.2 and 53232.3 of the Government Code.
22408. The board shall hold its first meeting in the meeting room
of the board of supervisors of the principal county at 10 a.m. on the
first Monday after the formation of the district.
22409. At its first meeting the board shall provide for the time
and place of holding its meetings and the manner in which special
meetings may be called. The board may establish rules for its
proceedings.
22410. A majority of the board constitutes a quorum for the
transaction of business.
22411. A district may destroy a record pursuant to Chapter 7
(commencing with Section 60200) of Division 1 of Title 6 of the
Government Code.
