Sec. 10a-109b. Legislative finding of purpose of UConn 2000. The purpose of
The University of Connecticut 2000 Act is to promote the welfare and prosperity of the
people of the state and the continuation and improvement of their educational opportunities by approving a special capital improvement program for The University of Connecticut and enabling The University of Connecticut to borrow money and enter into financing transactions in its own name, on behalf of the state, to expand the authority of The
University of Connecticut to construct projects and to assure a state commitment to
support the financing of the acquisition, construction, reconstruction, improvement and
equipping of facilities, structures and related systems for the benefit of the educational
and economic development needs of the state and The University of Connecticut, all to
the public benefit and good, and the exercise of the powers, to the extent and manner
provided in The University of Connecticut 2000 Act, is declared to be for a public
purpose and to be the exercise of an essential governmental function.
