Sec. 13a-198l. Use of proceeds for certain projects. (a) The proceeds of the sale
of said bonds, the funds available from the five million eight hundred fifty thousand
dollar appropriation made in accordance with section 1 of number 315 of the special
acts of 1967 as amended by section 4 of number 755 of the public acts of 1969, and any
moneys added in accordance with section 9 of number 315 of the special acts of 1967,
shall be used to pay or provide for the cost of planning, designing, laying out, constructing, reconstructing, relocating, improving or signing the several highway facilities,
enumerated in subsections (a) and (b) of section 13a-185, section 13a-198b and in this
section, each of which is or is made hereby a part of the state highway system that is
hereinafter sometimes referred to as a "project" including in each case, but not limited
to, costs and expenses of right-of-way or other property acquisitions therefor or desirable
in connection therewith, expenses in connection therewith for engineering, fiscal, architectural and legal work or services, and all administrative and other expenses properly
attributable thereto:

the sale of said bonds be spent, to the extent necessary for such purpose, to first finance
those projects enumerated in subdivisions (46), (78) and (79) of subsection (a) of this
section.
