      Sec. 13b-79x. Governor's recommendations re transportation projects. Not later than the day on which the Governor's proposed biennial budget is required to be submitted to the General Assembly pursuant to section 4-71, the Governor shall recommend to the General Assembly (1) any projects which the Governor believes are necessary to implement the transportation strategy adopted pursuant to section 13b-57g; and (2) a financing plan for such projects.
