      Sec. 13b-201. (Formerly Sec. 16-52). Road not to be opened without certificate. 
No part of any railroad shall be opened for public travel unless the company operating 
such railroad first obtains a certificate signed by the Commissioner of Transportation 
that it is in a suitable and safe condition.

      History: P.A. 75-486 substituted "public utilities control authority" for "commission", i.e. public utilities commission,
