      Sec. 16-19g. Penalty for failure to report nuclear incident not an operating expense. No penalty imposed upon a public service company by the Commissioner of Environmental Protection in accordance with section 22a-6b for a violation of subdivision (3) of subsection (a) of section 22a-135 or of subsection (b) of said section, shall be included, directly or indirectly, as an operating expense of the company for purposes of rate-making.
