      Sec. 16-19mm. Consideration of external costs and benefits. In its review of an electric, gas and water public service company's resource planning, the Department of Public Utility Control shall consider the external costs and benefits of all proposed resources, consistent with the state's energy and other policy, and integrated resource planning principles.
