      Sec. 16-19oo. Approval of rate amendments for conservation and load management programs or programs promoting the state's economic development in proceedings other than rate proceedings. In order to promote an electric, gas, telephone and water company's conservation and load management programs or other programs promoting the state's economic development, energy and other policy, the Department of Public Utility Control may approve rate amendments for any such company, pursuant to subsection (a) of section 16-19 or, upon the request of a company in a proceeding, other than a rate proceeding pursuant to said subsection.
