      Sec. 20-541. Department of Public Utility Control to ensure public service company recovers costs of gas service work. Pursuant to sections 16-19 and 16-19a, the Department of Public Utility Control shall ensure that a public service company, as defined in section 16-1, fully recovers the costs of performing gas service work exclusively from charges for the performance of such work. The Department of Public Utility Control shall receive complaints concerning potential violations of this section, and, for those complaints which the department determines warrant an investigation, conduct such investigations.
