      Sec. 27-86. Funds to pay allowances; State Treasurer authorized to borrow. Whenever the provisions of this chapter relating to separation allowances become operative through the calling of the National Guard or other forces into active service, the commissioner shall pay such allowances as are to be paid out of any funds which the state may have available for such purposes and, if no funds are available, the State Treasurer is authorized to borrow, in the name of the state, on notes, such funds as are necessary to administer such provisions. In either case said commissioner shall certify to the General Assembly at its next regular session the amount expended, or, if such provisions are at that time operative, shall certify to the amount expended under them up to and including the first Wednesday of December preceding the convening of the General Assembly, and in either case the General Assembly shall appropriate sufficient funds to cover such expenditures; and, in the event of the existence of circumstances making such provisions still operative, the General Assembly shall take the necessary steps to provide for the requisite expense.
