Sec. 3-5. Governor to institute lawsuits for state.

      Sec. 3-5. Governor to institute lawsuits for state. The Governor is authorized to cause any suit or action at law to be brought in the name of the state, when in his judgment the interests of the state demand that such suit or action at law be brought.
