Sec. 47-282. Statement of policy.
Sec. 47-282. Statement of policy. It is declared that (1) a severe rental housing
shortage exists in this state, (2) the current rate at which dwelling units are being converted into common interest communities has created a state-wide housing emergency,
(3) it is in the public interest to preserve a number of leased dwelling units as rentals
for those persons who, because of increasing age, infirmity or other functional limitations, are least likely to be able to afford to purchase housing and are most susceptible
to mental and physical health problems that may result from the trauma of being forced
to search for housing in a market where the vacancy rate for leased dwelling units is
approaching zero in many localities, (4) because towns, cities and boroughs may not
regulate the conversion of residential rental property to dwelling units in common interest communities, except as provided in this section, there is a need for state-wide action,
and (5) current economic conditions, including fluctuating interest rates, may stabilize
thereby easing the housing crisis which now exists.
