    18-4-42.    Entry of order by judge authorizing garnishment prior to  judgment; issuance of summons of garnishment pursuant to order by clerk  of court generally 
      After  considering plaintiff's application, if the judge to whom same is made  finds that the facts alleged show the existence of one or more of the  grounds set forth in Code Section 18-4-40, he may enter an order  authorizing garnishment prior to judgment.
