   2-7-7.    Cooperative agreements 
      The  Commissioner may enter into cooperative arrangements with any person,  municipality, county, or other department of this state and with boards,  officers, and authorities of other states and of the United States for  inspection with reference to plant pests and for the control and  eradication thereof.
