    31-8-119.    Obtaining contributions by coercion; use of contributions  designated for a restricted purpose; receipts and records of  contributions 
      No  resident nor any resident's family, guardian, or representative shall be  coerced by any means into giving contributions. When contributions are  freely made by the resident or resident's family, guardian, or  representative for a restricted purpose, such contribution must be used  for the purpose so designated.
