   38-4-10.    Commissioner of veterans service -- Broad discretion in extending aid; utilize department to fullest 
      The  commissioner of veterans service shall exercise broad discretion in  extending to veterans the aid and assistance provided by law and shall  extend the services of the Department of Veterans Service so as to make  available to all veterans the aid and services contemplated by law.
