   4-4-73.    Transfer of state funds to eradication programs for purposes of matching federal funds 
      For  the purpose of matching available federal funds where state funds are  insufficient, the Governor may transfer money from any available funds  in the state treasury to a program of eradication of a contagious or  infectious disease, which program is supported by federal funds,  contingent on matching state funds.
