   40-12-7.    Designation of employees to perform functions of Secretary of State 
      The  Secretary of State is authorized and empowered to designate such of his  employees as he deems necessary for the purposes of accepting service  as provided in this chapter and performing all other duties and  functions as provided in this chapter for the Secretary of State. Such  designation shall be in writing, and all actions by any such person  designated shall be as valid and binding as though performed by the  Secretary of State himself.
