   40-3-42.    Postmark as proof of timely submission of documents; responsibility for collection of penalty for late submission 
      In  instances when an application for title is required to be submitted  within a certain time period, proof of mailing within the designated  period allowed for submission of the documents, as evidenced by a United  States Postal Service postmark, shall be prima-facie proof that the  application was timely submitted.
