   43-31-3.    Recording sales by dealers; opening records to public authorities 
      Any  dealer in pecans who buys any pecans for resale, or for the purpose of  processing same, in an amount exceeding the market value of $5.00 at one  time shall, at the time of purchase, make a record of the name and  address of the seller, the date of the purchase, the amount of the nuts  purchased, kinds purchased, and where purchased.
