    45-15-35.1.    Governor's power to seek preclearance of any change  affecting voting pursuant to Section 5 of the federal Voting Rights Act  of 1965 
      Notwithstanding  any other provision of law to the contrary, at his discretion, the  Governor shall have the power to seek preclearance of any change  affecting voting pursuant to Section 5 of the federal Voting Rights Act  of 1965, as amended, 42 U.S.C.
