46-7-11. Refusal or revocation of certificate; new application

When a petition for a certificate under this article has been in whole or in part denied by the commission, or has been granted by the commission, and the order of the commission granting same has been quashed or set aside by a court of competent jurisdiction, a new application by the same petitioner or applicant therefor shall not be again considered by the commission within three months from the date of the order denying the same or the judgment of the court quashing or setting aside the order.
