   49-4-57.    Providing supplementary treatment services 
      Supplementary  services may be provided by a county department to any applicant or  recipient who is in need of treatment either to prevent blindness or to  restore his eyesight, whether or not he is blind as defined in  subsection (b) of Code Section 49-4-51, if he is otherwise qualified for  assistance under this article.
