   50-8-40.    Notice of intent to designate area-wide or multicounty agency 
      When  federal or state law or regulations require the designation of an  area-wide or multicounty public or private corporation, organization, or  agency for multicounty delivery of human service programs, the state  agency administering such programs shall send a notice of intent to  designate such area-wide or multicounty corporation, organization, or  agency to units of local government and the regional commissions in the  area to be affected.
