    52-7-44.    Affixing of capacity plate by person other than vessel  manufacturer; effect of such action on liability of manufacturer 
      Any  person may affix a capacity plate to any watercraft to which this  article applies and which does not have a capacity plate meeting the  requirements of law affixed thereto by the manufacturer thereof in  accordance with such rules and regulations as the Board of Natural  Resources may prescribe. Such watercraft may thereafter be offered for  sale in this state.
