54-3400. Legislative findings. The practice of counseling in the state of Idaho is hereby declared to affect the public health, safety and welfare, and to be subject to regulation and control in the public interest to protect the public from the unprofessional, improper, unauthorized and unqualified practice of counseling, and from unprofessional conduct by persons licensed to practice counseling. This chapter should be construed liberally to carry out these objectives and purposes.
