     Sec. 1. The department of homeland security is established.

     Sec. 2. The department consists of the following divisions:
        (1) The division of planning and assessment.
        (2) The division of preparedness and training.
        (3) The division of emergency response and recovery.
        (4) The division of fire and building safety.
