28A.6 ELECTION.
1. Upon receipt of the resolution, the county commissioner of
elections shall place the proposition on the ballot of a special
election but not at a general election, called by the governing body
of the metropolitan area. At the election, the proposition shall be
submitted in substantially the following form:
Shall the Quad Cities Interstate Metropolitan Authority be
established effective on the .... day of ...... (month), ... (year)?
YES.. NO..
2. Notice of the election shall be given by publication as
required in section 49.53 in a newspaper of general circulation in
the metropolitan area. At the election, the ballot used for
submission of the proposition shall be substantially the form for
submitting special questions at general elections.
3. The proposition is approved if the vote in favor of the
proposition is a simple majority of the total votes cast on the
proposition in the metropolitan area.
4. If the proposition is approved, the governing body of the
county shall enact an ordinance authorizing the joining of the
