28N.1 MISSISSIPPI RIVER PARTNERSHIP COUNCIL -- FINDINGS. The state of Iowa finds and declares all of the following: 1. The preservation, enhancement, and intelligent use of the Mississippi river is in the ecological and economic interests of the citizens of the state of Iowa. 2.
