29.1 DEPARTMENT OF PUBLIC DEFENSE. The department of public defense is composed of the military division and the homeland security and emergency management division. The adjutant general is the director of the department of public defense and the budget and personnel of all of the divisions are subject to the approval of the adjutant general.
