2C.11 SUBJECTS FOR INVESTIGATIONS. 1. An appropriate subject for investigation by the office of the citizens' aide is an administrative action that might be: a. Contrary to law or regulation. b. Unreasonable, unfair, oppressive, or inconsistent with the general course of an agency's functioning, even though in accordance with law. c. Based on a mistake of law or arbitrary in ascertainments of fact. d. Based on improper motivation or irrelevant consideration. e. Unaccompanied by an adequate statement of reasons. 2.
