8A.328 RECYCLING REVOLVING FUND.
A recycling revolving fund is created within the state treasury
under the control of the department. The fund shall consist of any
moneys appropriated by the general assembly and any other moneys
available to and obtained or accepted by the department from the
federal government or private sources for placement in the fund. The
assets of the fund shall be used by the department only for
supporting recycling operations. Moneys in the fund shall be drawn
upon the written requisition of the director or an authorized
representative of the director. The fund is subject to an annual
audit by the auditor of state. Section 8.33 does not apply to any
moneys in the fund. Notwithstanding section 12C.7, subsection 2,
interest or earnings on moneys deposited in the fund shall be
