455B.447 PROCEEDING -- ROLE OF REGULATORY AGENCIES. 1. Regulatory agencies that appear on record at the proceeding shall state whether the application meets their permit or licensing requirements. If the application does not meet the requirements of a regulatory agency, the regulatory agency shall state why the application is not in compliance. 2.
