455B.452 SINGLE HEARING -- JUDICIAL REVIEW. Notwithstanding chapter 17A: 1. Any proceeding or oral presentation held before the commission on an application for a license shall be held in lieu of any other proceeding or oral presentation required for a license or permit necessary for the construction, maintenance, or operation of a facility. 2. The issuance or denial of the license is a final agency action, and the date for determining whether any person is aggrieved or adversely affected by the action is the date of the issuance or denial of the license.          Section History: Early Form [81 Acts, ch 152, § 12]
