455D.21 LOCAL ORDINANCE -- CURBSIDE COLLECTION. A city council or county board of supervisors which provides for the collection of solid waste by its residents shall consider as a proposed ordinance, the mandatory curbside collection of recyclable materials which have been separated from other solid waste.
