455D.7 DUTIES OF THE COMMISSION. The commission shall: 1. Unless otherwise specified in this chapter, adopt rules necessary to implement this chapter pursuant to chapter 17A. Initial rules shall be adopted no later than April 1, 1992. 2. Prohibit land disposal of specific components of the waste stream for which the department has developed and implemented a strategy for alternative disposal according to the waste management hierarchy. 3. Establish by rule standards for the acceptance of recyclable or rebatable products at redemption centers. The standards may address matters of public health and handling by the redemption center. 4. Recommend to the general assembly, annually, the imposition of waste abatement fees, rebates, and deposits.          Section History: Recent Form 89 Acts, ch 272, § 7
