64.22 FAILURE OF BOARD TO APPROVE -- APPLICATION TO JUDGE. If the board of supervisors refuses or neglects to approve the bond of any county officer, the officer may within five days thereafter, or after the expiration of the time allowed for such approval, present the same for approval to a judge of the district court of the proper district, who shall fix a day for the hearing.
