86.5 POLITICAL PROMISES.
Any person who is a candidate for appointment as commissioner who
makes any promise to another, express or implied, in consideration of
any assistance or influence given or recommendation made that the
candidate will, if appointed as a commissioner, appoint such person
or one whom the person may recommend to any office within the power
of the commissioner to appoint, shall be guilty of a simple
