89A.8 NEW INSTALLATION PERMITS. 1. The installation or relocation of a conveyance shall not begin until an installation permit has been issued by the commissioner. 2. An application for an installation permit shall be submitted in a format determined by the commissioner. 3. a. If the application or any accompanying materials indicates a failure to comply with applicable rules, the commissioner shall give notice of the compliance failures to the person filing the application. b.
