97B.15 RULES, POLICIES, AND PROCEDURES.
The system may adopt rules under chapter 17A and establish
procedures, not inconsistent with this chapter, which are necessary
or appropriate to implement this chapter and shall adopt reasonable
and proper rules to regulate and provide for the nature and extent of
the proofs and evidence and the method of taking and furnishing the
proofs and evidence in order to establish the right to benefits under
this chapter. The system may adopt rules, and take action based on
the rules, to conform the requirements for receipt of retirement
benefits under this chapter to the mandates of applicable federal and
state statutes and regulations.
Prior to the adoption of rules, the system may establish interim
written policies and procedures, and take action based on the
policies and procedures, to conform the requirements for receipt of
retirement benefits under this chapter to the applicable requirements
